TOKYO - The Japanese government finalized a bill Friday to accept foreign domestic workers in special zones and to implement a slew of other deregulatory measures in the designated areas in the country.
The bill aimed at revising the strategic special zone law will be submitted to the Diet during the current session through Nov. 30, with the government hoping to see the envisioned measures be implemented from next April.
The new deregulatory measures can be implemented in six regions in the country, such as the city of Fukuoka in southwestern Japan, Osaka and its surrounding areas, Tokyo and its surrounding areas, and other regions designated as special zones in the future.
As part of the government's efforts to push more women into the workforce, the bill would allow foreigners hired by housekeeping service companies to enter the country and stay in special zones. Currently, only foreign diplomats are allowed to employ foreign domestic workers.
Amid a shortage of qualified nursery staff, the bill would also create a new qualification system that is only good within special zones. Under the system, people only qualified to work as nursery staff within the zones would be able to work at nurseries anywhere in the country after roughly three years of employment.
Among the other measures contained in the bill are entrusting the management of public schools to the private sector and relaxing requirements for foreigners to start businesses in Japan.
